Kentucky has enacted HB 904, a comprehensive gambling reform bill that notably raises the legal sports betting age from 18 to 21 and legalizes fixed-odds wagering on horse racing with proper licensing. The law also restricts certain negative-outcome player prop bets on Kentucky-based college athletes, establishes a regulatory framework for fantasy contests, and limits involvement with prediction-market platforms by tracks and licensees.
Governor Andy Beshear initially vetoed the bill due to concerns over exempting the Kentucky Lottery Corporation and the Kentucky Horse Racing and Gaming Corporation from requiring his approval for administrative regulations. However, lawmakers swiftly overrode the veto with strong majorities in both chambers, officially making HB 904 law as of mid-April 2024.
