Proponents argue that motorized e-bikes can startle horses and pose risks to vulnerable trail users, though enforcement challenges remain. The ban would still permit e-bikes on designated bikeways, such as those along the L.A. River and beaches.

Opponents of the ban, including advocacy groups like BikeLA and StreetsForAll, criticize it as overly broad and suggest public education on safe trail sharing instead. They also point out that more dangerous issues stem from illegal motorized trail bikes rather than e-bikes. Federal and state laws classify e-bikes by power and speed, with varying local regulations. Legal experts warn that e-bike accidents can be more severe, especially involving minors who may not understand the speed and rules, increasing the risk of serious injuries.
