Data collected by the Dartmoor Livestock Protection Society and the Verderers of the New Forest revealed 1,507 horse-related incidents across Surrey, Sussex, and Kent since 2016, including 15 horse deaths. Kent recorded the highest number of incidents (524), followed by Surrey (457), West Sussex (313), and East Sussex (213). Notably, incidents decreased from 280 in 2024 to 223 in 2025 in the region.
Despite these figures, Hiscox highlighted that horses remain overlooked in road safety strategies, urging for a combined approach of education, prevention, and enforcement. The Department for Transport (DfT) responded by emphasizing its THINK! campaign, which promotes safe passing distances and speeds around horse riders, and noted that the Highway Code recognizes horse riders as vulnerable road users with specific guidance to protect them.
