The Baltimore Police Department is implementing the SafeWrap System, a new restraint technique designed to reduce injuries during violent arrests by emphasizing safer methods of immobilization. Developed by Brazilian Jiu-Jitsu instructors Rener and Ryron Gracie, SafeWrap avoids prone positioning, joint locks, chokeholds, and strikes, instead placing individuals in a lateral recovery position to allow better medical monitoring and reduce risks. The system also incorporates de-escalation strategies, particularly for those experiencing mental health crises, aligning with recent national recommendations to minimize restraint-related deaths.
The department recently held its first training class, attracting officers from multiple cities, and plans to integrate SafeWrap into all Police Academy and in-service training. Baltimore Police officials highlighted the importance of safety for officers, suspects, and the public, aiming to build community trust through this approach. The method focuses on teamwork, communication, and continuous reassessment to safely manage encounters while minimizing harm to all parties involved.
