Mandatory Equine Establishment Registration to Improve Traceability and Welfare in Northern Ireland

DAERA Minister Andrew Muir has emphasized the importance of mandatory registration for equine establishments in Northern Ireland to enhance traceability and welfare standards. Owners and operators of establishments housing horses, ponies, donkeys, and zebras must register with DAERA to obtain an Equine Establishment Number (EEN) by 1 February 2026. This legal requirement, introduced under the EU Animal Health Law, is designed to improve equine identification and traceability, with registration being free and straightforward.

From 1 February 2026, Passport Issuing Organisations will require a valid EEN for issuing or updating equine passports, which are necessary for buying, selling, moving, or exporting equines. The registration aims to protect equines from exploitation and harm, support disease control, prevent fraud and theft, and promote animal welfare. While keepers at livery do not need to register, establishment operators must do so, ensuring owners provide the EEN when applying for passports.
