A Herefordshire man, Darren Pickaver, has been told that facilities he installed for his equestrian business near Brilley, including a horse blanket washdown room, toilet, and parking area, are not permitted and may need to be removed. The site lacks mains electricity, leading Pickaver to rely on a noisy portable generator, which has drawn complaints from neighbors and the adjoining Brilley Court Farms. Concerns were also raised about an unpermitted septic tank potentially contaminating a nearby brook, and the development appeared to violate a previous permission that limited use to private horses, not commercial activity.
Local residents and Brilley Parish Council objected to the development, citing environmental impacts, increased traffic on narrow lanes, and the unsightly nature of the caravan used for the business. Planning officer Matthew Neilson agreed with the objections, deeming the proposal an unsustainable development with insufficient justification and warning that any unauthorized work could face enforcement action. Pickaver declined to comment on the decision.
