The Florida Gaming Control Commission has approved a reduction in in-state breeder and stallion awards from 20% to 15% of gross purses, effective September 1, 2025. Despite this cut, total breeder awards in 2026 are expected to remain stable due to the introduction of new Florida-Bred “Export” Incentives. These incentives, funded by the Florida Thoroughbred Breeders’ and Owners’ Association (FTBOA), will allocate up to $1 million to reward breeders of Florida-bred horses that win races outside the state, with specific bonuses for graded stakes and other race categories.
FTBOA CEO Lonny Powell emphasized that these changes reflect legislative funding adjustments but demonstrate ongoing support for Florida’s Thoroughbred industry. The 2026 incentive programs, combined with the recent elimination of most registration fees for Florida-bred foals, aim to reduce breeder costs and promote Florida-bred horses nationally. Overall, Florida-bred incentives are projected to exceed $20 million in 2026, underscoring the state’s commitment to maintaining its competitive position in the horse racing industry.
