FEI Bans Use of Products to Imitate or Cause Foaming for Equine Welfare Starting July 2025

The FEI has issued an emergency board resolution to enhance equine welfare by banning the use of any substances or products inside or around a horse’s mouth or tongue that imitate, induce, or cause foaming, or that coat or partially cover the bit. This new rule, effective from 1 July 2025, replaces the previous “fluff rule” which specifically prohibited substances like marshmallow fluff or shaving cream. Violations will result in a Yellow Warning Card and elimination. The updated regulation excludes products permitted in the FEI Tack App and natural treats given in moderation.

This measure was adopted during the FEI Board’s first in-person meeting of 2025 in Lausanne and aligns with the broader FEI Equine Welfare Strategy Action Plan, which focuses on ethical training methods and minimizing negative welfare impacts. The FEI also highlighted progress such as the introduction of the Noseband Tightness Measuring Device and ongoing efforts to promote ethical standards in equestrian sports. National Federations have until 18 July 2025 to object to the new rule.
