Wyoming Lawmakers Propose Tax Increases and Monitoring for Gaming Industries

A Wyoming legislative committee has proposed significant tax increases across multiple gaming sectors, including doubling the online sports wagering tax from 10% to 20%, raising the tax on skill-based amusement games from 20% to 25% (with funds earmarked for highways), and increasing the historic horse racing tax from 1.5% to 2.5%. The committee also plans to implement a third-party central monitoring system for gaming machines to ensure accurate revenue reporting for taxation. Proponents, led by Committee Chair Tara Nethercott, argue these measures are necessary due to the rapid growth and proliferation of gaming in Wyoming, which has previously seen modest regulation and oversight.

Opponents from the gaming industry warn that these tax hikes could harm small businesses, local workers, and Wyoming’s competitive edge by discouraging investment and increasing operational costs. Representatives highlighted that many gaming venues are small-scale, community-focused establishments where skill games complement other entertainment like pool and darts. The pari-mutuel horse racing industry, which employs hundreds and contributes significantly to local economies, also expressed concern about the impact of higher taxes. Meanwhile, sports betting operators cautioned that increased taxes could lead to worse customer experiences and drive bettors toward illegal offshore sites. Despite opposition, the committee moved forward with the proposals, emphasizing the need for enhanced oversight and increased state revenues to address community impacts.
