Waukesha County Horse Breeder Faces Animal Mistreatment and Felony Gun Charges

Ralinda Howard, a 69-year-old horse breeder in Mukwonago, Waukesha County, is facing multiple police citations and felony gun possession charges following an investigation into her farm, Black Diamond Frisians. Police found 34 horses on the property, far exceeding the permitted limit of seven, and documented signs of animal mistreatment including open wounds, inadequate food, water, shelter, and hazardous enclosures. The investigation began after a potential customer reported foul odors and animal neglect. Photos and drone footage reveal violations dating back over a year, resulting in fines exceeding $16,000.

In addition to the animal-related charges, Howard is facing 11 felony counts for possession of firearms as a convicted felon, after police discovered 11 guns scattered throughout her home. Due to a 2012 identity theft conviction, she is legally prohibited from owning firearms. Howard has been ordered to appear in court and could face prison time for the gun charges. She maintains that the animals are well cared for and has moved all but the permitted number of horses to other locations, stating her intention to contest the citations in municipal court.
