Volusia County Considers Allowing Horseback Riding on Select Beaches

Volusia County leaders have agreed to further explore a proposal that would allow horseback riding on certain sections of beaches in Ormond Beach or Ormond-by-the-Sea. The county council voted 5-2 to move forward with planning before presenting an ordinance. Proposed rules include an online reservation system, daytime-only rides, no riding on beaches with cars, and a requirement for riders to clean up after their horses.

Supporters, including some residents and business owners, believe horseback riding could boost tourism, while others on the council expressed concerns about environmental impact and beach access for residents. County staff will address these concerns and present findings at a future meeting. The proposal will require two formal readings before it can be approved.
