USEF Introduces Horse Welfare Guidelines to Promote Ethical Treatment and Well-Being

The U.S. Equestrian Federation (USEF) has introduced a new series of Horse Welfare Guidelines aimed at enhancing the physical and mental well-being of horses in sport and competition. Developed by USEF Chief of Sport David O’Connor and inspired by a similar German system, the guidelines use a stoplight model—green for acceptable behavior, yellow for caution, and red for unacceptable treatment—to help participants recognize and respond appropriately to horse welfare concerns. These guidelines complement last year’s expanded Unethical Treatment of a Horse rule, empowering officials to take action both on and off show grounds.

To support education and awareness, USEF has launched a Protecting Horses webpage featuring a slideshow and an ongoing video series titled “Know the Signs,” with more content coming this fall. Additionally, webinars for trainers, coaches, and athletes are scheduled for October to deepen understanding of the guidelines. Licensed officials have been briefed and can issue warnings or disqualifications when necessary, while members are encouraged to report mistreatment for investigation and potential penalties. USEF emphasizes that most members uphold high care standards but recognizes the importance of ongoing education to advance equestrian sport culture.
