Although the state legislature passed an act in 2021 to classify it as Paramutual Wagering, courts have determined that it resembles slot machines more than traditional sports betting. This distinction complicates its legality and acceptance.
For Historical Horse Racing to be permitted at the Fairgrounds, it must be approved by the State Legislature, signed by the governor, and then put to a public vote.
