SPCA of Texas and Cumby Police Rescue Neglected Horses, Arrest Owner for Animal Cruelty

The SPCA of Texas Animal Cruelty Investigations Unit, working with the Cumby Police Department, rescued three severely neglected horses from a Hopkins County property on January 14, 2026. The horses were found in poor condition with visible bones, overgrown hooves, and no adequate food source. Despite offers for veterinary care and voluntary surrender, the owner, Stacy Schmidt-Breneman, refused assistance and was subsequently arrested and charged with Cruelty to Livestock Animals – Neglect, a Class A misdemeanor.

The investigation began after a complaint on January 12, leading to seizure and arrest warrants due to the urgent need for intervention. The horses were taken to a secure facility for specialized care, and a civil hearing is scheduled for January 23 in Cumby Municipal Courthouse. The SPCA emphasized the importance of timely action and collaboration in rescuing the animals and encourages public support and reporting of animal cruelty.
