RSPCA Warns of Funding Crisis Amid Surge in Horse Cruelty Complaints in Victoria

The RSPCA has raised concerns about its ability to investigate rising animal cruelty complaints involving horses due to insufficient funding. In the past year, reports of horse cruelty in Victoria have surged by 37%, affecting over 8,100 horses. The RSPCA currently receives $2.3 million in annual funding but faces operational costs of $10.8 million. Without additional support from the state government, the organization may have to limit its investigations to certain animal species, leaving horses vulnerable to neglect and cruelty.

The chief inspector highlighted that many cases involve underfeeding, exacerbated by drought conditions and poor paddock management. Horses are caught in a regulatory gap, lacking adequate protections as they are neither classified as livestock nor pets. The RSPCA’s inspectors can only seize animals under specific circumstances, often requiring collaboration with owners to improve welfare over time.

In response to the crisis, Racing Victoria has provided financial support to help industry participants manage the increased costs of feeding horses. Trainers and retrainers are struggling with skyrocketing hay prices, prompting some to turn away horses due to financial constraints. Experts advise horse owners to make difficult decisions about downsizing and to proactively manage feed supplies to prevent welfare issues from escalating.
