Kentucky dominates breeding, producing over 60% of foals, while states like California have seen significant declines. Efforts to pool breeding programs across states, such as partnerships between Maryland and Virginia and reciprocal race participation between New Mexico and Arizona, have shown promise in providing year-round racing opportunities and supporting breeding industries.
The discussion also underscored the critical role of financial incentives, with states offering gaming-derived purses, like Kentucky and Virginia, attracting more breeders and racers. In contrast, California’s lack of gaming support and uncertainty surrounding key racing venues like Santa Anita Park have raised concerns about the future of its breeding industry. Industry leaders, including The Jockey Club and the Thoroughbred Owners and Breeders Association, are working on tools to better track and support breeding programs, aiming to foster collaboration and provide greater stability for breeders amid these challenges.
