Racing Australia has announced a one-time amnesty allowing late foal ownership declarations for foals born in the 2024 and 2025 seasons to be lodged by April 14, 2026, despite previous strict enforcement of registration deadlines that rendered at least 35 foals or yearlings ineligible to race. This move aims to resolve registration issues that have jeopardized sales and racing eligibility, with late fees still applying but appeals no longer necessary for these cases. The amnesty excludes horses aged two or older with embargoes, who must follow the usual appeals process.
The decision has been welcomed by industry representatives like Thoroughbred Breeders Australia, who emphasize that most registration breaches were due to administrative errors rather than deliberate violations. Racing Australia highlighted a 90% reduction in late declarations due to improved compliance and stressed the importance of traceability and adherence to racing rules. The organization also extended its appeal response time from 21 to 60 days to better manage these cases, signaling a collaborative effort to balance enforcement with fairness and practicality.
