Peoria County Board Approves Road Use Agreement for Four Creeks Wind Energy Project

The Peoria County Board approved a road use agreement with Four Creeks, LLC, allowing the use of county roads to construct and operate a proposed 650-megawatt wind energy facility featuring up to 113 turbines in northwest Peoria County. This approval is a procedural step required before Four Creeks can apply for a special use permit, which would trigger a full public hearing. The decision sparked debate among residents, with opponents citing concerns about impacts on local wildlife and potential conflicts of interest among board members, while supporters highlighted the project’s public benefits such as local energy production, stable electricity prices, and increased revenue for schools and public services. The agreement passed 16-1, with one dissenting vote.

In other county business, the board discussed budget transparency, passing a $400,000 consulting fee line item with conditions for separate approval before spending. The board also honored local animal rescues, recognized a growing firearms retailer, celebrated the retirement of Illinois Central College’s president Sheila Quirk-Bailey, approved road engineering contracts, and noted the county coroner’s office received a prestigious accreditation.
