The National Council of SPCAs (NSPCA) recently met with the National Horseracing Authority (NHA) to discuss serious equine welfare concerns highlighted by the #ReinInThePain campaign, including the use of tongue-ties, excessive crop use, and racing underage horses. The NSPCA expressed doubts about the NHA’s ability to impartially enforce animal welfare standards given its commercial interests and criticized the NHA for requesting changes to the NSPCA’s policy and demanding further research instead of taking meaningful enforcement action. The NSPCA also condemned the NHA’s reliance on internal disciplinary measures rather than pursuing criminal charges for welfare violations, calling this an abdication of responsibility.
While the NHA acknowledged these concerns and committed to consulting the NSPCA in future rule-making, the NSPCA insists on stricter penalties, including criminal prosecution for crop overuse, banning harmful devices like tongue-ties, and prohibiting the racing of immature horses. The NSPCA emphasized that animal welfare must take precedence over commercial interests and welcomed the opportunity to continue constructive engagement with the NHA to push for stronger reforms and enforcement.
