New Law Grants Police Stronger Powers to Tackle Livestock-Worrying Dogs, But Questions Remain

The Dogs (Protection of Livestock) (Amendment) Bill, recently passed by the House of Lords and awaiting royal assent, grants police stronger powers to tackle livestock worrying by loose dogs. This includes the ability to detain dogs suspected of worrying livestock when no owner is present, take DNA samples, and investigate past incidents. The legislation extends protections to horses on agricultural or grazing land, including roads and paths used for movement, and introduces harsher punishments aimed at deterring dog owners from allowing their dogs to worry livestock.

While the bill is welcomed by equestrian and animal welfare groups as a positive step, concerns remain about its scope, particularly whether it covers horses being ridden or driven and if protections extend to all public spaces such as common land, forests, and beaches. Campaigners emphasize the need for clearer definitions and broader coverage to ensure safety in all settings where horses and dogs may interact. The legislation is seen as a long-awaited improvement that could reduce dog attacks on horses and other animals, but advocates continue to push for stricter regulations and expanded protections.
