Ralinda Howard, a 69-year-old horse breeder from the Town of Mukwonago, faces 11 felony charges for possession of firearms as a convicted felon, following an investigation sparked by animal mistreatment complaints at her Sugden Road farm. Police and veterinarians found multiple horses malnourished, injured, and living in poor conditions, with inadequate shelter and care, including neglected hoof maintenance. Employees also reported substandard breeding conditions for puppies, resulting in illness and death among the newborns. Despite Howard’s claims that her animals receive proper care, authorities issued numerous municipal citations related to overcrowding and neglect.
During a November 2025 search, police discovered 11 firearms on the property, which Howard, barred from gun ownership due to a prior identity theft conviction, claimed belonged to her late father. The investigation involved multiple agencies, including local police, animal welfare organizations, and state departments. While Howard was also involved in a dismissed restraining order case with a former employee, law enforcement continues to monitor the farm for compliance with zoning and animal care regulations, issuing daily citations as needed.
