The Ministry for Animal Rights has revoked Circus Orfei’s permit after the circus breached animal welfare laws by using horses in performances, which are prohibited under the Animal Welfare Act. The permit had been initially issued for dressage, but the event was found to involve animal circus acts, leading to enforcement actions. Animal rights group Vuci ghall-Annimali had shared videos showing horses performing stunts, prompting public complaints and the ministry’s investigation.
While legal amendments in 2023 allow animals to be used as props or extras in certain performances, the ministry clarified that no approval was given for Circus Orfei’s animal acts, which remain illegal. Animal rights activists have expressed concern that these legal changes could create loopholes enabling the return of animal circuses in Malta. The ministry reaffirmed its commitment to enforcing animal welfare laws and thanked the public for their vigilance.
