The conference, chaired by Acting Minister of Industry and Trade Le Manh Hung and attended by key ministry leaders, focused on reviewing the legal and institutional reform efforts within the sector as Vietnam approaches the final year of its 2021-2025 Socio-Economic Development Plan. Despite significant progress in drafting numerous legal documents under tight deadlines, the conference candidly addressed shortcomings such as delays, issuance of unplanned documents, and the need for frequent amendments. The Ministry emphasized the importance of legal normative documents in maintaining socio-economic order, promoting development, and protecting citizens’ and businesses’ rights.
Looking ahead, the Acting Minister directed units to prioritize timely, high-quality completion of 2026 tasks, enhance legislative drafting skills, leverage technology, and foster expert consultations. A medium- to long-term Strategy for Institutional and Legal Development aligned with national strategies is to be formulated. Additionally, the Ministry will review and systematize Party policies to ensure their full institutionalization and incorporate emerging issues into legal frameworks, thereby supporting the sector’s sustainable growth and effective state management.
