Maryland Legislature Considers Historical Horse Racing Machines to Boost Revenue and Jobs

The Maryland Legislature is set to consider SB 639, a bipartisan bill proposing the legalization of historical horse racing (HHR) machines at casinos, racetracks, off-track betting (OTB) locations, and the Maryland Fairgrounds. These slot-like devices allow betting on previously run races and are seen by proponents like GOP Sen. Paul Corderman and OTB owner Alyse Cohen as a necessary innovation to counteract a 40% decline in OTB revenue over the past three years, largely due to the rise of online sports betting. They argue that HHRs could generate $100 million annually in tax revenue, which would help address Maryland’s $1.4 billion budget deficit and support education funding through the Blueprint for Maryland’s Future.

While the casino industry remains cautious, concerned about protecting their existing slot machine territory, supporters emphasize that HHRs would attract a niche market and create jobs, with an estimated 100 new jobs per 500 machines installed. The bill excludes online sports betting operators, focusing instead on brick-and-mortar venues to boost local businesses and economic development. Both Corderman and Cohen express optimism about the bill’s prospects, viewing it as a vital step to preserve Maryland’s horse racing industry and strengthen the state’s economy.
