Maryland Governor Wes Moore signed an executive order establishing the Maryland Horse Industry Strategic Planning Initiative to unify and strengthen the state’s $2.9 billion equine sector, which includes racing, recreation, and therapeutic programs. The initiative addresses fragmented efforts across Maryland’s 94,248 horses and aims to develop a comprehensive plan by late 2026 that balances economic growth, environmental sustainability, workforce development, and animal welfare. A steering committee representing diverse stakeholders—from racing commissions to trail rider associations—will focus on seven key areas including policy alignment, market expansion, land preservation, and education.
Building on a 2023 economic impact study, the plan highlights the industry’s significant contribution to Maryland’s economy, supporting over 28,000 jobs and sustaining rural communities, especially in Southern Maryland where farmland preservation faces development pressures. The initiative also emphasizes workforce training and climate-resilient practices to ensure long-term viability. By formalizing coordination and stakeholder engagement, Maryland aims to preserve its rich equine heritage, enhance tourism, and position itself as a leader in equine policy and rural preservation efforts.
