Manitoba Court Rules Exporter Not Responsible for Horses Flown to Japan for Slaughter

A Manitoba provincial court judge ruled that Carolyle Farms, a company exporting horses to Japan for slaughter and sushi, was not responsible for the welfare of the animals after they were dropped off at Winnipeg airport, despite delays and rerouting due to weather. The ruling came in a rare private prosecution initiated by animal-rights group Animal Justice, which argued the shipment violated federal regulations limiting live animal transport to 28 hours without food, water, and rest. The judge found that Carolyle Farms had an adequate contingency plan addressing potential delays, absolving the company of liability.

Animal Justice expressed deep disappointment, stating the decision effectively removes accountability from exporters once the horses leave Canadian soil, leaving the animals vulnerable during long journeys. The group may appeal and continues to push for a federal ban on horse exports for slaughter, a promise made by the Liberal government in 2021. In 2023, over 2,500 horses were exported to Japan, where horse meat is consumed raw as a delicacy, highlighting ongoing ethical concerns surrounding this trade.
