Jogorku Kenesh Discusses Draft Law to Strengthen State Control Over Livestock Breeding and Export

The Jogorku Kenesh is currently reviewing a draft law in its second reading that aims to enhance state control over livestock breeding, particularly focusing on the export of animals. A key priority highlighted by First Deputy Minister Janibek Kerimaliev is the official registration of Kyrgyz horse breeds, which would pave the way for discussions on potentially banning their export to protect the country’s breeding stock.

Kerimaliev referenced international examples, such as Turkmenistan’s ban on exporting Akhal-Teke horses and China’s restrictions on tea exports, to justify the proposed measures. He also noted recent confirmation from French specialists that several horse breeds should be recognized as Kyrgyz. With growing demand for Kyrgyz horses in countries like Saudi Arabia, known for their endurance and low maintenance, the government sees tightening export controls as essential to preserving these valuable animal breeds.
