Illinois Legislation Aims to Revitalize Horse Racing with New ‘Racino’ in Decatur

Illinois lawmakers are considering Senate Bill 1473, which aims to revive the horse racing industry by allowing the development of a “racino” in Decatur, supported by out-of-state investors. This bill seeks to overturn a 2019 law that restricted new racecourse developments near Hawthorne Race Course, enabling the establishment of a new racetrack and gaming facility that would include various amenities such as hotels and restaurants.

While proponents argue that the racino could revitalize the local economy and create jobs, there is significant opposition from small businesses in Decatur. Many fear that the new facility could oversaturate the gambling market and divert customers from existing video gambling establishments. Despite nearly 300 witness slips opposing the bill, it has garnered around 1,000 in support, highlighting a divide in community interests.

The bill’s future remains uncertain as it faces scrutiny over its potential impact on the existing gambling landscape and concerns about problem gambling. Advocates believe that if passed, the legislation could lead to a resurgence in Illinois’ horse racing industry, which has been struggling with declining popularity and economic challenges.
