Idaho Families File Class Action Lawsuit Over Alleged Racially Discriminatory Raid at Horse-Racing Track

Three Boise-area families have filed a class action lawsuit after a 2023 raid at La Catedral, a rural horse-racing track, which they describe as a discriminatory and heavy-handed operation targeting Latine individuals. The FBI-led raid, originally aimed at illegal gambling, resulted in only five gambling-related arrests but detained over 100 people on immigration suspicions, many without questioning about gambling. The lawsuit, supported by the ACLU of Idaho, alleges unconstitutional tactics including racial profiling, prolonged zip-tying of adults and children, and denial of basic needs, with Latino detainees reportedly treated more harshly than white detainees.

The plaintiffs seek federal recognition that their Fourth and 14th Amendment rights, along with civil rights laws, were violated, demanding damages and class action status. ACLU attorneys argue the raid was a coordinated effort to use an arrest warrant as a pretext for mass racial profiling and deportations, instilling fear in the Latine community. While local officials have been largely silent, ICE defends the operation as targeting illegal gambling, despite no evidence of animal fighting or related criminal activity presented in court.
