Howard County Executive Calvin Ball signed two significant bills into law to support residents facing housing instability and to renew funding for the county’s Housing Commission. The first bill, CB12-2026, mandates landlords to provide tenants with a written eviction notice at least 14 days before the eviction is executed, including the eviction date and a link to an informational webpage. Notices must be delivered via mail, door posting, and electronically if possible, with violations subject to a $500 fine. This law, effective May 6, 2026, is part of the county’s broader initiative to improve landlord accountability and increase eviction prevention funding.
The second bill, CB11-2026, renews a multi-year grant agreement between the county and the Housing Commission to support the NonProfit Collaborative, a coalition of 12 local non-profits aimed at improving service access and collaboration. The agreement provides a $4.65 million rent subsidy for a 10-year lease (2027-2036) for office space that the Housing Commission leases and subleases to the Collaborative. This continues a similar agreement set to expire in 2026, ensuring ongoing support for coordinated non-profit services in the county.
