The Honest Elections Project (HEP) has issued a warning about significant vulnerabilities in the U.S. voting system ahead of the 2026 midterm elections, highlighting issues such as the expansion of noncitizen voting and foreign influence through ballot measure funding. HEP’s report identifies 14 key electoral integrity weaknesses, including the influx of foreign-linked money shaping ballot initiatives in 26 states, which they describe as a “Trojan Horse” for interference by hostile powers like China and Russia. To address these concerns, HEP proposes model legislation to prohibit foreign funding of ballot measures, require proof of citizenship for voting, and explicitly restrict voting rights to citizens in state constitutions.
Additionally, HEP points to efforts in some cities to enfranchise noncitizens and illegal aliens, facilitated by vague constitutional language and federal laws allowing individuals to self-certify citizenship on voter registration forms. The group urges states to adopt stricter laws, including the Documentary Proof of Citizenship Act, which criminalizes noncitizen voter registration and illegal voting. HEP also recommends several other legislative measures aimed at improving election security and transparency. Executive Director Jason Snead emphasizes that while progress has been made, there is still critical work to be done to ensure election integrity before the upcoming midterms.
