A legislative proposal in Florida that would have allowed casinos linked to Thoroughbred pari-mutuel racing licenses to cease live racing while continuing casino operations has failed to pass. Although the House approved HB881, the companion Senate bill SB1564 never received a hearing, preventing the legislation from reaching Governor Ron DeSantis. The Florida Thoroughbred Breeders’ and Owners’ Association (FTBOA) and a broad coalition of industry stakeholders strongly opposed the bill, emphasizing the significant economic impact of Florida’s $3.2 billion Thoroughbred industry and its 33,500 jobs.
Industry leaders, including FTBOA CEO Lonny Powell and Thoroughbred Racing Initiative adviser Damon Thayer, celebrated the bill’s defeat and called for a comprehensive, collaborative approach to Florida’s gaming landscape involving the legislature, governor, and Seminole Tribe. They stressed the need for long-term solutions that protect and grow the Thoroughbred industry rather than piecemeal measures like decoupling. Moving forward, the coalition plans to work closely with lawmakers to ensure the industry’s stability and prosperity for decades to come.
