Key rules include ensuring license plates are fully visible and not obscured by snow, passing horses slowly and at a safe distance (especially reducing speed to around 5 mph in winter), and allowing at least double the normal stopping distance on icy or wet roads. Failure to comply with these can result in penalties ranging from fines and points on licenses to court summons for careless or dangerous driving.
Additional important regulations involve clearing snow from the entire vehicle roof to prevent hazards to other road users, with fines up to £2,500 for driving in a dangerous condition. When towing trailers, caravans, or horseboxes, drivers must use appropriate winter tyres for both vehicle and trailer, reduce speed, maintain safe braking distances, and ensure loads are secure. These measures are crucial for safety and legal compliance during the challenging winter driving conditions.
