Delaware Law Provides Financial Support for Care of Retired Law Enforcement Horses

Delaware has enacted Senate Bill 38, a new law providing financial assistance to owners caring for retired law enforcement horses. Sponsored by Sen. Dave Lawson and Rep. Bill Carson, the bill allocates up to $5,000 annually for veterinary and farrier care to ensure the wellbeing of these horses after their physically demanding service. The law reflects a commitment to honoring the horses’ contributions and supporting their retirement care in loving homes.

The bill affects the Delaware State Police Mounted Patrol Unit, which currently has eight active horses, with an estimated one or two horses retiring every few years due to age or injury. The fiscal impact is projected between $0 and $6,000 annually for reimbursements from 2026 to 2028. Signed by Governor Matt Meyer on August 20, the law takes effect six months after enactment, though it does not cover horses retired before implementation.
