The California Thoroughbred Breeders Association (CTBA) has introduced three new programs aimed at strengthening the state’s breeding industry amid ongoing challenges in California horse racing. Starting with mares bred in 2026, breeders will receive a $1,000 incentive for each registered California-bred foal, capped at 25 foals per breeder, to encourage increased foal registration. Additionally, the CTBA will waive the $100 foal registration fee for members in good standing for foals born in 2025 through 2027, providing a combined financial benefit of $1,100 per foal in 2027.
To further improve broodmare quality, the CTBA is launching a pilot program offering up to $3,000 in transportation reimbursement for breeders who purchase eligible mares at out-of-state auctions, with conditions including the mare being in foal, bred back to a California stallion, and a limit of five mares per breeder annually. CTBA chair Justin Oldfield emphasized that these initiatives demonstrate the board’s commitment to supporting breeders statewide and building a stronger, more competitive future for California Thoroughbred racing.
