Carmarthenshire Council Approves First Equestrian Strategy to Expand Off-Road Access for Horse Riders

Carmarthenshire Council has approved a pioneering equestrian strategy aimed at increasing off-road access for horse riders in the county. Following a consultation with over 500 respondents, many riders reported facing hazards on roads and expressed a strong desire for more off-road routes, better equestrian facilities, circular trails, and easier-to-use gates. Currently, less than 10% of the county’s public rights of way allow equestrian access, which is notably lower than neighboring areas, despite an estimated 16% of the population having connections to horse ownership or riding. The strategy includes 16 action points such as improving existing routes, upgrading footpaths to bridleways, assessing council land for equestrian use, and developing a volunteer maintenance workforce.

The council recognizes the importance of horses to Carmarthenshire’s rural identity and the economic impact of equestrian activities, which generate over £46 million annually. While there is no current legislation specifically promoting equestrianism, the strategy aligns with Welsh Government initiatives to enhance countryside access. Council members acknowledge budget constraints but emphasize that the strategy will help prioritize improvements to create safer, more connected routes for riders, addressing long-standing safety concerns and supporting the local equestrian community.
