Julie Fields has launched a petition and awareness campaign in Barnsley to improve road safety for horse riders, following the deaths of two horses hit by cars in recent years. She and other vulnerable road users, including cyclists, argue that the current two-metre passing rule in the Highway Code is insufficiently enforced and lacks evidence for its safety margin. They are calling for stronger legal protections, better police enforcement, and a national TV campaign to educate drivers on maintaining safe distances when passing horses and cyclists.
The campaign has gained local political support, with Barnsley MPs Dan Jarvis and Stephanie Peacock backing efforts to enhance rider safety and promote awareness. A government spokesperson acknowledged the high number of horse-related road incidents and the need for greater public understanding of the 2022 Highway Code changes, which require drivers to pass horses at no more than 10mph and at least two metres away. A parliamentary motion to improve horse rider safety is currently progressing, reflecting growing concern over road dangers faced by this vulnerable group.
