California Horse Racing Board Considers 19-Week Northern California Fair Racing Proposal for 2026

The California Horse Racing Board (CHRB) is considering a proposal for 19 weeks of live racing at three Northern California fairs in 2026, supported by the National Horseman’s Benevolent and Protective Association (HBPA) and a coalition of local owners and trainers. The proposal, led by the Bernal Park Racing Foundation and John C. Harris County Fair Racing Legacy, aims to revive Northern California racing to support the regional breeding industry and retain horses in-state. It includes race meets at Tehama, Alameda, and Humboldt County Fairs, with financial backing and operational support from Bernal Park Racing Management Company. However, legal and financial uncertainties remain, including whether CHRB can grant dates to the new entity and if there are enough horses to sustain two competing circuits in California.

Opponents, including Southern California tracks and the Thoroughbred Owners of California (TOC), argue that a competing Northern circuit could dilute resources and harm the fragile statewide industry. The CHRB previously rejected similar proposals in 2025, citing concerns about financial viability and horse inventory. The HBPA is exploring establishing a Northern California affiliate to advocate for local horsemen, though legal and procedural hurdles exist. The outcome of the CHRB’s upcoming meeting will be pivotal in determining the future of Northern California racing amid ongoing industry consolidation and shifting horse populations.
