Babergh District Council rejected plans submitted last July to build a new indoor equestrian arena on Brick Kiln Road in Holbrook, deeming the proposal “unacceptable.” The site, previously used for agricultural purposes and leased to various commercial tenants, currently supports some equestrian activities with 28 horses in livery and an outdoor arena, though the applicant aimed to expand with indoor facilities for clinics averaging five horses.
The council’s refusal was based on insufficient evidence proving the site’s lawful equestrian use, either commercial or private. Without this, the proposed indoor arena would represent a significant change in land use, which the council did not approve.
