Animal cruelty in Ireland is rising sharply across various species, from hedgehogs to horses, yet there is effectively no enforcement of animal welfare laws nationwide. Despite over 65,000 domestic abuse incidents recorded in 2024 and a clear link between animal abuse and domestic violence, Ireland lacks a dedicated Animal Welfare Garda Section or sufficient inspectorate resources. Charities like My Lovely Horse Animal Rescue (MLHR) are overwhelmed, with many counties having no inspectors and no 24/7 hotline, leaving animals to suffer and offenders unpunished.
MLHR recently appealed to Irish lawmakers for urgent reform, emphasizing that animal cruelty is a public safety issue, not just an animal welfare concern. Founder Martina Kenny highlighted how neglect and abuse, especially in disadvantaged communities, intensify during summer months, with horses and foals often left to suffer. Both Kenny and MLHR Chair Eoin Cullen stressed that while laws exist, without proper enforcement they are ineffective, putting both animals and the public at risk.
