Alan Foreman, honored with the Dr. J. David Richardson Industry Service Award by the Thoroughbred Owners and Breeders Association (TOBA), has been a pivotal figure in advancing the horse racing industry for over 45 years. As chairman and CEO of the Thoroughbred Horsemen’s Association, representing over 20,000 owners and trainers, Foreman has contributed significantly to marketing, advocacy, safety, and medication regulations. He played a key role in establishing Maryland’s Pimlico Race Course redevelopment, the nation’s first workers’ compensation program for jockeys, and has been involved in major safety initiatives including the Racing Medication & Testing Consortium and the Horse Racing Integrity and Safety Authority.
Foreman’s dedication stems from his legal background and passion for the industry’s people and progress, despite not initially being a breeder or owner. His work alongside the late Dr. J. David Richardson, for whom the award is named, highlights his commitment to meaningful change. Foreman’s leadership continues to shape Maryland’s racing future and the broader national landscape, reflecting his belief in moving the needle on critical industry issues.
